Well I feel that for one to be a travel agent , why not have all the tools. Being nonchalant about it proves further ignorance in my opinion. Would you want to go through a life threatening surgery and the doctor "doesn't have" all of the tools?
Would you want to hear him say "I don't have the proper instrument to start the surgery...but it's o.k, we'll manage." That would be a clue to run or get another doctor.

The Travel Agency Commissioner has upheld IATAN's decision to terminate YTB Travel Network's IATAN accreditation based upon YTB's improper use of an IATA numeric code in violation of IATAN's Standards for Accreditation. Specifically, the Commissioner found that the Referring Travel Agents recruited by YTB -- and to whom YTB gave credentials which contained the IATA numeric code -- were "third parties" over whom YTB had no control. The Commissioner's decision thus upholds IATA and IATAN's fundamental property rights in and to IATA numeric codes and makes crystal-clear that no person or entity has the right to provide such codes to third parties.
IATA and IATAN will continue vigorously to enforce their rights, as enunciated by the Commissioner and otherwise, for the benefit of its members, the travel industry, and consumers. This means that YTB cannot use an IATA number for any purpose-as an ID or to qualify for any agent benefits. It may continue to use its ARC number -- ARC numbers are provided by IATA and are the same number as an IATAN number -- but not as an IATA number.
